Addis Ababa, September 11, 2025
Africa no longer intends to be "a victim of global warming" but rather the architect of the next green economy. That was the powerful message delivered at the close of the second African Climate Summit (ACS2), where heads of state, financial institutions, and international partners unanimously adopted the Addis Ababa Declaration—a document positioning the continent at the heart of global climate leadership.
Adopted unanimously, the Declaration calls for “reinforced and sustained support” for African-led initiatives such as the Great Green Wall, forest landscape restoration, and Ethiopia’s Green Legacy. Gone are the days of empty promises: leaders emphasized that adaptation financing “is not an act of charity but a legal obligation” for industrialized nations, who must provide grants—not debt-worsening loans.
The financial pledges are staggering. The African Climate Innovation Pact aims to mobilize50 billion annually to deploy, by 2030, more than 1,000 African solutions in energy, agriculture, water, transport, and resilience. The long-awaited African Climate Change Fund, backed by the African Development Bank, is now operational to channel green bonds and innovative financing mechanisms.
